Online delivery and what supervision means

The requirement is about support and integrity, not cameras.

Online delivery is permitted and is subject to the same requirements as any other mode. The questions that arise are about how learner support and assessment integrity are evidenced when nobody is in a room.

Support is generally the more substantive requirement and the one providers under-evidence. Being able to show that learners had access to a trainer, that contact actually occurred, and that those who fell behind were followed up, is the substance.

Assessment integrity does not require surveillance. Design that makes substitution difficult, competency conversations, and verification of identity at key points are all legitimate and are frequently more defensible than proctoring software.

Where a practical demonstration is required, remote observation may or may not be adequate depending on the unit's assessment conditions, which are the authority and are specific.

Any monitoring of learners raises privacy obligations that differ by jurisdiction, and proctoring arrangements in particular should be checked against the applicable privacy law before implementation rather than after a complaint.

It is worth adding that the evidence for online support is easiest to produce if it is generated automatically. Platform logs of trainer contact, response times and intervention are the most defensible form available and require no additional effort once the platform is configured to retain them.
